  1. The growth of regulation mimics the way poorly-designed software is ‘fixed’ by a never-ending series of epicycles and corner-case fixes. Instead of scrapping the system and re-engineering it correctly, complexity multiplies, often combinatorially. This is how you end up with a 10,000 page tax code.
