The thrust of the argument makes sense, but the problem is that many of the electorate won’t believe it, believing instead that reduction in one tax leads to increases in another, and they fear that they will be the ones paying. Combine that with a political desire to somehow penalise the rich, and you have a recipe for being opposed in any tax reduction proposal.
