When the drugs came, they hit all at once. It was the 80s, and by the time one in 10 people had slipped into the depths of heroin use – bankers, university students, carpenters, socialites, miners – Portugal was in a state of panic.

The government’s estimate of the peak is 1 in 100.

  1. Blindness to numbers is an odd intellectual defect. That’s “odd” in the sense that I have no idea how people can function without some grasp of numbers. I suppose part of the answer in modern times is The Spreadsheet.

  2. If it were one in then, then it obviously wasn’t the problem she makes it out to be, and the government should just leave the damn people alone.

  3. Quite like the Portuguese police. After my cousin’s villa got burgled, fortunately while we were NOT at home, the off the record advice was to get a gun.
    “But what happens if I shoot someone?” he asked
    “You don’t have to tell us, do you?”

    As with sex for Philip Larkin, drug use began when the author first discovered it; and not a moment before.

    It’s Portugal – they were under Salazar (and his successor) until 1974, then it was ruled by a communist military junta. Not sure there would have been many drugs in circulation.
