  1. Nick Ferrari said this morning, lower figure for the recent two week period, higher is the total this year so far.

  2. Simples.
    October cost £21M. Hence “protest”, singular.
    April cost £16M, added to October’s £21M = £37M. Hence “protests”, plural.

    Both headlines are entirely correct (subject to any caveats about accuracy out police estimates).
