Trouble is that weak politicians doesn’t equate to weak government. With weak politicians the bureaucracy would continue to extend its rule, for its own benefit, unaccountable to anyone. Whilst there is only a small possibility of politicians providing a check on the bureaucracy, the only other hope I can see is revolution.
