I don’t think it’s easy to look at just revenue from CGT: part of the rationale for higher CGT is to match rates to income tax and prevent loss of income tax through reclassification of income as capital. Therefore any treatment of the Lafferisation of CGT needs to assess any increased revenue from this avoidance aspect.

    The correlation vs causality debate also is necessary.

    Tim adds: Fair enough…..what I really wanted to point out was the insanity of their a) description of the Laffer Curve and b) quite joyous lying about the actual figures.

  2. And its badly written. It has page headings mentioning VAT all over the place but its a document about CGT. This guy J Wood (fromt the PDF properties) needs someone to do some proofreading of his work. Not a good advertisment for the quality of the TUC.
