Apparently this change in the UCMJ was brought on by an embarrassing incident involving a senior officer, in Pristina, in a GRU run brothel, just outside Film City.
Of course, US servicemen are not “federal agents”. A surprisingly large number of them are not even federal employees.
Conflation of three different things – victims (rather than volunteers – even volunteers making the least worst choice through poverty); trafficking – again can be voluntary; and commercial sexual exploitation. That they were the latter, is undoubted. Assuming the lefty world-view that all workers are exploited.

The article is wrong in that article 134 of the UCMJ does not specifically prohibit patronizing prostitutes – its the article that make illegal any action that is prejudicial to good order and discipline.
All the services have issued orders that say that using prostitutes is prejudicial to good order and discipline, thereby effectively making it illegal without having to amend the UCMJ.
In addition offenders will usually be charged with violating article 92 – failure to obey a lawful order.
Civilians *can* be subject to the UCMJ, but this is usually if they are operating within a combat zone and haven’t been given an exemption.
I’m sure none of this applies to the SS component of the Prez’ detail but, at the same time there’s been an executive order in place that prohibits federal employees from doing the same. Heck, right now there’s an executive order in place that prohibits federal employees from speeding (in addition to regular laws).
And the change in policy has more to do with the USG buying into the hype that all sex work is sex slavery and pretty much nothing to do with concerns of security and personnel compromise.

There are sneaks, squealers, monkeys, rat-catchers, snowdrops and red-caps everywhere.
Oh, and an awful lot of squaddies are thick as mince and will quite happily tell their OC exactly what they’ve been up to at the weekend. And when their OC goes “no, no, don’t tell me any more. I really don’t need to know this!” will quite happily keep on digging themselves into official shite until the platoon or troop sergeant drags them off screaming “but I was just chatting to the Boss”.
