It’s not as crazy as it sounds either. In the UK some small villages have moved from one local authority to another through the magic of boundary changes. Usually they aren’t given a vote on the matter, but I can envisage a system whereby villages or estates near LA boundaries get to vote on which LA they belong to. Greater devolution alone is useless if we don’t also have greater competition between regions. Scottish MSPs have little incentive to work harder; but if they saw a whole string of border towns flee to England’s jurisdiction, they might get their act together. There are other ways to introduce choice: school vouchers, private bin collection (common in the USA), etc. These are generally a step in the right direction.
