MP of times past had been examined under the Mental Health Act and been found to be not mad.

Slightly more seriously you can be a nutter and an MP now, but you still cannot be a crook nor a bankrupt and an MP.
Presumably there’s a fairly narrow definition of “crook”, or Westminster would be a ghost town.
And a fairly narrow definition of mad, given many of the MPs out there.
Possibly not a convicted crook or a declared bankrupt, but there are plenty of un-indicted crooks and possibly undeclared bankrupts in the lower house. Even then an MP has to be banged up for a year before he/she has to resign.
Presumably by altering the rules to allow the mad to be MPs they are just ligitimising custom and practice.
