Indeed, many UK-based companies derive significant royalty income streams from their overseas subsidiaries to their home base, so much so that the royalty inflow into the UK is greater than the outflow, making the balance of payments on royalties a net positive.
So if all that royalty shuffling around is banned then the UK Treasury would lose money.

Yes, this is well known. It’s also why the UK is the only country other than the US that directly benefits from copyright legislation (in the sense that they are the only two net exporters of copyright IP. Every other country would be better off if they abolished copyright laws and let everyone pirate as much Breaking Bad and Adele as they liked).
But they’re avoiding taxes in the other country!
