  1. I wonder if there is something missing from this story. For example, could there be some legal concerns (e.g. something in human rights legislation) that makes it difficult to keep those phones out of prisons? If so, it might explain why officials are seeking a general ban on their sale. If it was due to something laid down by the EU or the ECHR it would also explain their reluctance to explain the real reason, as it would only highlight the extent to which British law is now dictated by unaccountable transnational organisations.
