Like I said, it seems they’re hoping somebody out there will suddenly remember some abuse of some kind and bravely come forward, that sort of thing, just to make sure the poor bugger is totally destroyed.

Well it’s pretty clear: grow a fat neck and you’re on the road to perdition.
It seems he is being set up as a ruling class sacrificial goat–destroy him and it might somehow disprove the idea that said ruling class are untouchable–when, in fact, they mostly are.
