I thought all governments would have caught on by now. Governments are naturally reluctant to improve services because it means borrowing money or taxing voters in order to invest. Better to write the nice-to-have spec that everyone demands and then entrust implementation to private capital, thereby diverting the backlash when higher prices kick in. It’s them ’orrible energy companies, etc.
