Doesn’t quite work this way matey

“As a French citizen Sergei Pugachev does not fall under the jurisdiction of the English courts.”

It might be true that France doesn’t extradite its own citizens but under the EAW even that’s not certain.

  1. As a French citizen RESIDENT AND LOCATED IN FRANCE Sergei Pugachev does not fall under the jurisdiction of the English courts.

If a frog-eating surrender monkey punched me in the face on the streets of Sheffield, I’d certainly be able to drag him into the nearest nick.

  2. Except that the Internet has made it significantly easier to commit a criminal offence in a country even if you are not physically in that country. Part of the problem with this is when something is illegal in one country and not another, see the American online gambling setup for an example of attempting to impose extraterritorial control.
Though lets not forget that as a UK citizen you can commit certain acts that are legal in the country you physically, but which are illegal in the UK and still be prosecuted under UK law
