I don’t think this particular sentence is comic. Its not even a non sequitur. Its just nonsense. Especially since the rest of the article describes the situation correctly and its just this one piece.

Terry is only 74, too young, too bright. One can only wish him all the best of what is left.

I’m suspicious of this quote from the BBC report:

I think they’d be more likely to say something like “It’s a sort of, ummmm… thingy where you, er, kind of… ummmm… forget… errr… words”.
I don’t think punctuation is taught at schools now. Such strict rules interfere with pupils creativity, or some such claptrap.
I doubt a Telegraph editor went to a sink estate comprehensive.
But you can only teach punctuation. Whether they learn it is a different story.
A bloke I know said that if he ever got dementia I should shoot him.
So he got dementia. And I shot him. In both knees.
I never liked him.
Best thing is he is incapable of telling the police it was me.
Having watched my mother deteriorate from dementia I would take my own life without hesitation if I received the same diagnosis later in life.
