    Only if you count every change of minor party support to a major party as a “change” of government.

    The Christian Democrats ran Italy from 1945 to 1980. Yet that probably counts as about 30 “governments” because minor party support changed. Berlusconi Italy 1994–1995 then 2001–2006 then 2008–2011, with Prodi filling most of those gaps, yet that will be another 20 “governments”.

    That Italy has lots of “changes of government” is not exactly a myth, but extremely misleading.
