It is not from the benevolence of the distillers that we expect our hand sanitizer, but from their regard to their own interest.
Use of Chloroquine as a treatment for virus infection would be an off-label use. Doctors would be at risk of claims against them for malpractice for prescribing it as an antiviral, either for treatment or prophylaxis.
It requires the UK Pharma Regulatory authorities to rush (a word not usually linked with bureaucracy) approval of the new use.
Trump has put a rocket under the FDA to give approval and the Federal Government has orders in with makers.

The UK listed CQ as a drug not allowed for export. It seems to have also allowed wholesalers to withhold stocks, and it is the case that you can’t actually get it anywhere. But it is not only on prescription and the off-label use proviso doesn’t apply here. Trump looked like he wanted to squash Dr Fauci like a bug for casting doubt on it. It’s considered safe, there are dose recommendations for anti-malarial use, there’s no downside for trying it, but the possible upside is restarting your economy. And possibly getting first-mover advantage. Give it to those at risk, see what happens. Normal medical/scientific protocols are among the rules which may be discarded in interesting times. We should make a list of those sometime.
In the U.S., quinine is limit to 83mg per liter (sic) of tonic. Standard antimalarial dose is 2x 324mg; so you’re looking at eight litres of tonic a day. If the coronavirus doesn’t get you, the sugar will turn you diabetic.
@AndrewM: I’m reminded of Clarissa Dickson Wright’s story of how her doctor diagnosed her with an odd blood disorder and remarked that it was usually only seen in expats who’d been taking quinine for a very long time. She asked whether drinking gin and tonic could cause it, and he replied “my dear woman, you’d have to drink an awful lot of G&T for that”, to which she came back with “how about eight pints a day, I’m an alcoholic”.
It would be somewhat ironic if people in the UK are panic buying cheap supermarket tonic since it doesn’t contain quinine anyway. However since the government ‘nudged’ the supermarkets over the sugar panic, even the non-Diet stuff does contain artificial sweeteners which is why I stopped drinking it.
I’ve seen some anecdotal reports that quinine can be fairly nasty stuff for some people, even at the kind of low doses in (expensive) tonic water and the Wikipedia entry talks about a “narrow difference between its therapeutic and toxic effects” and looking at the effects I think I’ll pass on using large quantities of G&T as a prophylactic for now.
I’ll still be drinking the gin of course but I’ll stick to soda as a mixer.

U.S. food labels don’t list the amounts of contents. They just list them in the order of their occurrence in the product.
Do we know if quinine is therapeutically the same as chloroquine? Heck, we don’t know that chloroquine is effective, yet. The U.S. government and media aren’t saying much about it. Fauci says he is skeptical it will work. But then he is an establishment medical administrator.

Chloroquine is available OTC in parts of the world. Safety levels of dosage are already known. Give it to people. See what happens. Do your trials in a few weeks, or a few months – we will already know the efficacy by then.
I remember taking cloroquinine while on holiday in Asia. I would not recommend taking it unless you really have to. Nasty side effects
