  1. Over a decade ago now, when I was on Taxi Licensing we had one driver who’s done something stupid in his teens. He was now in his fourties, but because of the “fit and proper” test his renewal always had to go to Board. Which tended to go: Hi Bob, come in, kept your nose clean? Good, just pop outside and wait. Ok? Ok. Bob! Come back in. Here’s your renewal.
