Ministers are to promise a crackdown on the illegal sale of e-cigarettes to under 18s as they consider stricter rules to tackle underage vaping.
Vaping is a substitute for cigarette smoking, not a complement. If we are to do anything at all about teens vaping then it should be subsidy, not a ban.
