Macron is correct in one respect: government loans and grants are *not* sufficient to end poverty because most of them are horrendously inefficient and are mostly wasted on and/or by the local bureaucracy.
Look at the record of government loans and grants to Africa with that of private sector investment there in promoting the welfare and increasing the wealth of the inhabitants.
