You are invited to consider what’s the motivation here. Those landslip concerns or the neighborhood ones…..
Looking at the photos, I’d say they have a valid concern. Either way, it’s irrelevant.
If everyone else gets hammered by planning for having a slightly too large fence / patio / shed / whatever, why should one section of society be free to completely ignore those (and many other) laws, just because “their culture” or some other bollocks?
If the law is petty / wrong / destructive, repeal it for everyone or fucking enforce it. No third option.

Methods for getting rid of the soil included filling up milk bottles, the dustbin and the cups of the landladies bra hanging on the washing line…….
Presumably the residents have a genuine fear of being buried by a torrent of filth which can kill their children and will cost the taxpayer a fortune to clear up. And then there’s the landslip issue.
The unanswered question is what are they doing with the earth they have dug out.
Looking at the colour of it, it certainly could be saleable. No idea what the demand for & price of it would be in Taffland. And there’s certainly a landslip risk. All soils have a natural angle of repose. And that’s what it would have naturally been at, because it will erosion washed down off of the higher ground. And it will seek to return to that natural angle. So you could lose the road & the houses upslope of it. But it wouldn’t be just a matter of of replacing what’s been removed. That wouldn’t be compacted so would be unstable. Needs buttressing in concrete. A great deal of concrete. Probably what the Pikeys are counting on. They get their caravan site & the local authority pays for the stabilisation work which will now have to be done.
It’s what Pikey’s always do. Whatever suits them & someone else pays to clear up the mess. Uncle Dolfo was not wrong.
They don’t believe in settled society, so why were they expecting “stuff” from settled society through the Local Council?

Whatever they are doing with it, you can be sure they aren’t paying landfill tax on it, as any excavated material taken from a construction site must. And all movements of waste (which the excavated material is considered to be, regardless of whether someone else is prepared to pay for it) must be subject to Environment Agency permitting and supervision. But I bet a complaint to the EA would be studiously ignored………bit too much of a problem for your average bureaucrat, dealing with pikeys.

A young pal of mine, then a schoolgirl, used to disapprove strongly of the rude accusations locals made about “pikeys”, as the locals here call tinks.
Then she got a Saturday job in a shop selling expensive shoes. It took about two days for her to change her mind.

It doesn’t matter what they sell it as, or indeed what it is. If its produced as the by product of a construction project it is de facto waste, and needs to be dealt with as such, all the correct permitting from the EA and tax paid on its disposal. Which is why builders try and use as much of the soil and subsoil they have to dig out on site if they can, then its exempt from permitting and landfill tax. The moment it goes off site all hell breaks loose, in paperwork terms. Except if you’re a pikey of course…….
