At least 236,500 properties across England and Wales, worth at least £64bn, are hidden behind these “opaque” structures, according to research by Transparency International.

The owner of each property is stored in the Land Registry, which becomes relevant when there’s a dispute that would require the government’s monopoly on violence to resolve. Unfortunately for the Land Registry though, there are ways round putting any human’s identity in it, for instance setting up a shell company on the Isle of Man. This can make it anywhere from “impractical and not cost-effective” all the way to “completely impossible” to sue the owner, because you can’t find out who the owner is, and the company can just ignore you.

There’s already a list, if expropriation was desired, the government could just expropriate all the property whose ownership chain doesn’t end in a specific identified human. The government already enforces property rights* through the police and armed forces, so all it would have to do is stop.
