It’s the state healthcare systems treating UK patients. That’s a benefit to hte patients, to the NHS, not to the foreign places and systems.
If they sent all the remaining patients to private providers in the UK, we’d have the ideal situation of state financing of healthcare but not involved in the delivery.
I wouldn’t think these countries health systems are doing it for free. So yes, they would be benefiting from the charges. They might even make a profit. Not every foreign healthcare system is run by people as generous with taxpayers’ money as the NHS
