No, Trump set the bounty at $15m in 2020, and Biden upped it to $25m very late in his presidency (Jan 2025). So it wasn’t that Biden didn’t get around to rescinding it, he actively upped the reward instead. Or rather whichever Democrat operative was running the White House that day decided to do it, Biden would have struggled to tell you what letter of the alphabet Venezuela started with.
