He’s 10 years older than when he started his first term; he only gets 4 hours sleep a night, which has consequences; he’s almost certainly entered the last 10% of his lifespan. Yet he does all the things you say, and unless he has a stroke or a coronary is likely to continue to until the end of his term, and probably beyond.
Yes, he’s a right to look tired. Moira, on the other hand, has little right to look a doom-goblin. She could even be vaguely shaggable if she sorted herself out.
