Not so – you are just too young to remember when civil servants were selected by competitive exam, promoted on merit and protected from political vendettas while ministers were held responsible for the performance of their departments. A lot of my contemporaries chose to enter the Civil Service as an ethical career (I didn’t because I can’t stand bureaucracy – which is why I didn’t join the Pru). Incidentally, in those days the elected government was supposed to determine policy.

Noy quite that long but when I was young there were competitive exams to get in: I was quite insulted when Will Hutton assumed that I had only become an Actuary because I had failed the Civil Service exam (he had failed it).
