Then either “forget” the promise was ever made, claim “complications” in “execution”, or indeed lower [x], while simultaneously raising [Y] to “balance the Books” , with margin to spend even more…

Extremely good point, in an MMT world this would be commonplace. In theory it skips the bureaucracy and inherent wastage of delivering goodies and non market services . Except it won’t entirely because cash payments would require a lot of checks and still a lot would be lost in fraud and error.
Interesting. A few years ago my nephews in Hong Kong received 5000 money units (can’t remember what) direct payment to their bank accounts. No application, no means test, no bureaucracy, a simple transfer of funds from gov.hk to people’s accounts.
standard approach is to offer the bribe and then have it denied as unconstitutional. Keep the votes and blame the system.

The thing I think these people really hate Trump for is that he is doing everything that the Left has been doing – he’s just open and aboveboard with it.
Bribing you with your own money? That is literally the only plank in the D’s platform and what they’ve run on since they dropped the ‘fuck niggers’ plank. Trump is just more upfront about it.
