Osborne\’s missed trick

With all this bleating about green taxes etc: why didn\’t Osborne simply cancel the special low rate of VAT for home energy?

Because the households on the dole or on low pensions (etc) already are almost priced out of heating their homes.

And because the desired subsidies for green scamsters cannot be paid with this method.
