It is a real risk. There is absolutely nothing preventing people who received a mail-in ballot from also going to the poll and voting in person, too.
BUT if the Dems set it up, Republicans can do it too. To the extent that their goody two shoes mentality will let them. Dems will ALWAYS out cheat Republicans.
Where Dems control the polls, which is quite a few places,* they can print up twice the ballots needed, and fill out the extras themselves.
Mitigating that is the great effort required. And criminals really don’t go for effort. There is considerable granularity in ballots. It’s not like there is one for the state. Each county will have their own. Districts within the county may also have their own. For example, school board elections here will be different than other parts of the county.
So a great deal of effort will be required to cheat well enough to not get caught.
What will probably happen? Dems will cheat. And they will be caught. The legacy press will tell us how it is okay, even good, that they did.
*The quite a few places where the Dems control the polls, they are going to vote Biden anyway. I.e., they’ll cheat where they are going to win, anyway. Since they’ll be caught, it is going to be great fun! It will bring into doubt what they could have won cleanly.
